Overview

Pennsylvania DSP training requirements are set in 55 Pa. Code Chapter 6100: orientation before working alone under § 6100.142 and one of the Northeast's few hard annual hour mandates — 24 hours per year for DSPs under § 6100.143. ODP's own guidance confirms agencies may use their own or third-party training instead of the free MyODP catalog, making Pennsylvania an open market by rule.

The Office of Developmental Programs (ODP) within the Pennsylvania Department of Human Services regulates staff training for providers of intellectual disability and autism services under 55 Pa. Code Chapter 6100, the regulation governing ODP-funded HCBS providers. Chapter 6100's training sections apply broadly — direct support professionals, direct supervisors, support coordinators, life sharers, and management — across residential, day, and community participation services.

Initial requirements come through § 6100.142's orientation mandate: before working alone with individuals, staff must complete orientation covering person-centered practices, community integration, and individual choice; the rights of the individual; recognizing and reporting abuse and neglect under the Older Adults Protective Services Act (OAPSA), the Child Protective Services Law (CPSL), and the Adult Protective Services Act (APS); incident recognition and reporting; and job-related knowledge and skills.

Pennsylvania then does something most states don't: it sets a real annual number. Under § 6100.143, direct support professionals, direct supervisors, support coordinators, and life sharers must complete 24 hours of training every year, and management and ancillary staff must complete 12, spread across six defined topic areas. Training records must identify the source of each training — a documentation point ODP reinforced in Announcement 24-036 — which means an agency's system has to capture not just hours and dates but where each hour came from. Tracking 24 hours per DSP per year, by topic area and source, is the operational center of Chapter 6100 compliance.

Medication administration is a state-standardized program: unlicensed staff who administer medications must complete the Department of Human Services' Medication Administration course, with its defined trainer, practicum, and recertification structure. It sits outside the open market and cannot be met with a general medication course.

On delivery, Pennsylvania is open by rule — and explicitly so. ODP operates MyODP, a free training catalog whose courses carry NADSP accreditation and count toward Pennsylvania's voluntary DSP and Frontline Supervisor credentialing programs. But ODP's own guidance states that MyODP catalog courses are not required if the agency provides agency-sponsored or agency-identified training that meets the requirements. There is no approval process; agencies self-certify that their chosen training satisfies the topic areas. Providers weighing MyODP against a commercial platform are really weighing free courseware against workflow: the regulatory requirement either way is 24 documented, source-attributed hours per DSP per year.

Training and eTracking Solutions serves Pennsylvania providers on exactly that problem: NADSP-accredited online courses mapped to the § 6100.143 topic areas and § 6100.142 orientation elements, with automatic tracking of each staff person's 24-hour (or 12-hour) annual cycle and records that capture the training source as ODP expects under Announcement 24-036. Agencies using MyODP or in-house sessions for part of the requirement can log those completions in the same system, producing one audit-ready annual record per employee.

Frequently Asked Questions

How many hours of training do DSPs need in Pennsylvania?

24 hours every year. Under 55 Pa. Code § 6100.143, direct support professionals, direct supervisors, support coordinators, and life sharers must complete 24 hours of annual training across six topic areas; management and ancillary staff complete 12. Orientation under § 6100.142 is required before working alone but carries no hour figure.

Is MyODP required in Pennsylvania?

No. ODP's own guidance states that MyODP catalog courses are not required if your agency provides agency-sponsored or agency-identified training that meets the requirements. MyODP is free and NADSP-accredited — and it counts toward the voluntary DSP/FLS credentials — but Chapter 6100 compliance can be met entirely through training the agency selects, including online vendors.

Who approves DSP training in Pennsylvania?

No one — there is no state approval process. Agencies self-certify that their chosen training meets the § 6100.142 and § 6100.143 requirements, and the compliance burden lands on documentation: records must show hours, topics, dates, and the source of each training, per ODP Announcement 24-036.

Can DSPs administer medication in Pennsylvania?

Only after completing the DHS-standardized Medication Administration course, which includes trainer-led instruction, a practicum, and recertification requirements. This program is state-controlled; general medication courses do not substitute.

Does Pennsylvania require DSP certification?

No. Pennsylvania's DSP and Frontline Supervisor credentials are voluntary career-development programs built on the NADSP-accredited MyODP catalog. The binding requirements are § 6100.142 orientation and the § 6100.143 annual hours.
