Overview

California DSP training requirements are the strictest state-run model in the country: under Welfare & Institutions Code §4695.2, direct care staff in licensed facilities vendored by regional centers must complete two state-approved 35-hour DSP Training (DSPT) segments — 70 hours total — or pass the state-administered Challenge Test for each segment. DDS explicitly states that paid third-party DSPT certification is not sanctioned and does not meet the statute.

California regulates DSP training through the Department of Developmental Services (DDS), operating through its network of 21 regional centers, with the DSP Training (DSPT) program co-administered with the California Department of Education. The mandate applies to direct care staff working in licensed community care facilities that are vendored by a regional center to serve people with developmental disabilities.

The core requirement sits in Welfare & Institutions Code §4695.2, now implemented in Title 17 §56038 (effective May 1, 2026): direct care staff must complete two 35-hour training segments — commonly called Year 1 and Year 2, for 70 hours total — that are "approved by the department." Each segment ends in a competency test, and staff who can already demonstrate competency have one alternative: passing the state-administered Challenge Test for that segment. This is a true certification mandate, not merely a training expectation — completion or test-out is a condition of continued employment in covered facilities.

Because the DSPT sequence itself is the mandate, California imposes no separate blanket annual CE-hour requirement on DSPs under this statute. Ongoing in-service training continues under community care licensing rules and individual regional center vendorization requirements, and facilities remain responsible for orientation and service-specific training outside the DSPT core.

Medication support in covered settings is addressed within the DSPT curriculum and facility licensing rules rather than through a separate statewide DSP medication certification; the DSPT segments include health and medication content as part of the state-approved course of instruction.

The delivery model is the single most important fact for California training buyers: DSPT is state-run. The approved segments are delivered through four regional Service Hubs — county offices of education and Regional Occupational Centers/Programs — and through the state-sanctioned online option at dsptrain.org. There is no vendor-equivalency or crosswalk mechanism, and DDS has put it in writing: "any DSPT certification for a fee is not sanctioned by the state and will not meet the statutory requirement." The only bypass is the state Challenge Test. (A narrower niche exists outside licensed facilities — for example, supported living services agencies follow provider training-plan rules under Title 17's SLS provisions rather than DSPT.)

Training and eTracking Solutions is candid about what that means: no third-party vendor, including TeTS, can sell you DSPT compliance, and any company offering paid "DSPT certification" is selling something DDS has expressly disclaimed. Where TeTS does fit is preparation and everything around the mandate — the TeTS California DSP Year 1 course series is positioned strictly as Challenge Test preparation for experienced staff aiming to test out of a segment, and TeTS supports California agencies with onboarding beyond the DSPT core, supplemental and elective training, and compliance tracking that records each employee's segment completions, test dates, and licensing-driven in-service training in one audit-ready system.

Key Requirements at a Glance

Certification

Required

DSPs must obtain formal certification through the state regulatory body.

Training

Must complete all training within Segment 1 during the first year of employment and Segment 2 during the second year, per the DSPT program's Year 1/Year 2 structure.

Continuing Ed

Ongoing education ensures DSPs maintain current knowledge and skills in best practices.

Background Check

Required — DOJ/FBI criminal record clearance for staff of licensed community care facilities

Background checks help ensure the safety of vulnerable populations served by DSPs.

Training Requirements

Direct Support Professionals in California must complete 70 hours of approved training covering core competency areas. Training must be completed Segment 1 during the first year of employment and Segment 2 during the second year, per the DSPT program's Year 1/Year 2 structure.

DSP Training Process

1
STEP 1

New Hire Orientation

Initial onboarding and basic orientation to the organization and role

2
STEP 2

Core Training Completion

Complete all required core competency training modules while working under supervision

Must complete within 90 days (3 months) of hire
3
STEP 3

Competency Verification

Demonstrate understanding and skills through assessments and observations

4
STEP 4

Independent Work Authorized

Upon successful completion, DSP can work independently with individuals

Ongoing continuing education required: Annual refreshers required for core topics

Core Training Requirements

  • DSPT Year 1 segment — 35 hours of state-approved instruction with competency test (W&I Code §4695.2)
  • DSPT Year 2 segment — second 35-hour state-approved segment with competency test
  • Challenge Test option — state-administered test-out available per segment in lieu of coursework
  • Facility orientation and service-specific training under community care licensing and regional center vendorization
  • Health, safety, rights, and medication content embedded in the state-approved DSPT curriculum

Additional Training

  • Challenge Tests are administered by the state — third-party or paid DSPT certification is explicitly not sanctioned by DDS
  • Supported living and other non-facility settings follow separate Title 17 provider training-plan rules rather than DSPT
  • DOJ/FBI criminal record clearance required for licensed facility staff

Renewal & Continuing Education

The DSPT mandate is a one-time, two-segment sequence (or Challenge Test pass per segment) rather than an annually renewing certification. After both segments, ongoing training obligations flow from community care licensing requirements and regional center vendorization terms, and providers must retain documentation of DSPT completion or Challenge Test passage for each direct care staff member.

Frequently Asked Questions

How many hours of training do DSPs need in California?

70 hours: two 35-hour DSPT segments (Year 1 and Year 2) approved by DDS under W&I Code §4695.2, each ending in a competency test. Experienced staff may instead pass the state-administered Challenge Test for a segment.

Can California providers use an online training vendor for DSPT?

Only the state-sanctioned channel counts. DSPT is delivered through four regional Service Hubs (county offices of education and ROCPs) and the state's online option at dsptrain.org. DDS states plainly that any DSPT certification offered for a fee is not sanctioned and will not meet the statutory requirement. Third-party courses — including Training and eTracking Solutions' California DSP Year 1 series — serve as Challenge Test preparation, not as compliance delivery.

What is the DSPT Challenge Test?

A state-administered competency test available for each 35-hour segment. Passing it exempts the staff member from taking that segment's coursework. It is the only alternative to the state-approved classes — there is no vendor-equivalency or crosswalk mechanism.

Does California require DSP certification?

Yes, effectively — DSPT completion (or Challenge Test passage) for both segments is a statutory condition for direct care staff in licensed facilities vendored by regional centers, making California one of the few states with a true state-run DSP certification mandate.

Do supported living (SLS) staff have to complete DSPT?

The DSPT statute targets direct care staff in licensed community care facilities vendored by regional centers. Non-facility settings such as supported living services operate under separate Title 17 provider training-plan requirements — agencies in those settings should follow their own vendorization terms.
